The Social Development Network has developed some practical tools for civil society and social movements. The tools are free to use and could enhance your work with communities in the interest of improving service delivery.
a) Budget Tracking Tool:
The Budget Tracking Tool is an initiative by the Social Development Network to provide a collaborative platform for grassroots communities to proactively engage in public resource management. The tool ensures accountability from government and parliamentarians by providing information and a means for communities to ensure efficiency in service delivery. Development of the tool and its population was made possible by a grant from Google.org.
Budget Tracking Tool features:
The budget tracking tool is a web-based tool developed on purely Open Source technology. The tool can be run both online and off-line and has the following main features:
- Devolved Funds: Summary description of devolved funds, relevant Acts of Parliament and guidelines. At the moment SODNET is mainly working on The Constituency Development Fund (CDF), the Local Authority Transfer Fund (LATF), the Hiv/Aids Fund, the Women’s Fund and the Youth Enterprise and Development Fund.
- Constituency Demographic Information: The tool provides information on population, social amenities (schools, hospitals, social halls, roads, markets).
- Member of Parliament and Committee information: A description and resume of the Member of Parliament and funds committee members.
- Development Projects Detailed descriptions of projects such as project start and end date, description, location, and fund type (s), status of project and funds disbursement history.
- Monitoring Groups: List of organizations/groups monitoring projects at the Constituency level.
- Feedback Portal: A possibility for monitoring groups to upload data (documents, videos, photos, reports) on anomalies or instances of malpractices or corruption.
- Resources: A web repository on training materials, guidebooks on social audits, the national budget and budget information.
- Google Apps and SMS Integration: Systems has integrated Google Maps and SMS query engine.
